Kad Ryul-rugd (/rjul/ /rugd/ [crazy; insane] [dove]) is a subtropical Small City located in the Vyedlupglá Region of the Goblin Tribes.

The name Kad Ryul-rugd is derived from the Goblin language, as Kad Ryul-rugd was founded by Claire, who was culturaly Gnoll.

Climate

Kad Ryul-rugd has a yearly average temperature of 9°C (48°F), with its average temperature during the summer being a cool 14°C (57°F) and its average temperature during the winter being a cold 4°C (39°F). Kad Ryul-rugd receives an average of 289 cm/y (113 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Kad Ryul-rugd covers an area of nearly 16 km2 (6 mi2), and an average elevation of 1004 m (3293 ft) above sea level.

Overview

Kad Ryul-rugd was founded durring the early 13th century in fall of the year 1242, by Claire. The establishment of Kad Ryul-rugd suffered from many setbacks, delays, and obsticles, most notably a group of Kad Ryul-rugd which required millitary assistance exterminate before the community could finish being built.

Kad Ryul-rugd was built using the conventions of Gnoll durring the early 13th century. Naturaly, all settlmentss have their own look to them, and Kad Ryul-rugd is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Kad Ryul-rugd is is constructed arround a series of restrictive packed earth mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The city sits behind a stone-renforced palisade wall, with stone gatehouses and timber drawbridges for their trench. The city's would-be-castle fortifications are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the citys defences.

Kad Ryul-rugd has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Kad Ryul-rugd’s streets. Yet, deep down, you know this atmosphere is a carefully created illusion. You can see the ocasional seam in their tapestry. You’re not sure what has them doing their best to act so carefree, but act carefree they do.

Civic Infrastructure

Kad Ryul-rugd possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Kad Ryul-rugd has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Kad Ryul-rugd has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kad Ryul-rugd. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kad Ryul-rugd's parks.

Kad Ryul-rugd has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kad Ryul-rugd.

Kad Ryul-rugd has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.

Kad Ryul-rugd has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kad Ryul-rugd's public wards, blessings, and other arcane systems.

Kad Ryul-rugd possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Small City. Kad Ryul-rugd's grid is powered by a direct leyline tap.

Kad Ryul-rugd has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kad Ryul-rugd's natural decorations nor waterways.

Kad Ryul-rugd has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Kad Ryul-rugd has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kad Ryul-rugd has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Kad Ryul-rugd's bank was built using a different architectural style from the rest of the town. The style used which employed abundant symbolic geometry, using pure forms such as the circle and square, and plans are based on often symmetrical layouts featuring rectangular courtyards and halls. These structures were is decorated with carved stone or stucco reliefs and made use of colorful stone mosaics..

Due to the actions of local Kami, summer is recurring in Kad Ryul-rugd.

The Freezing Flow near Kad Ryul-rugd are known to be almost tame, such that they can be put to domestic use.

Kad Ryul-rugd's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves drinking to channel Chronomancy energies of tier 3 via speaking in tongues.

Given the unfortunate accident potential of the school, it’s probably isolated or well-fortified.

Kad Ryul-rugd's is something of a geological and arcane anomaly, as neither physical nor magical law entirely explains its formation.

In time immemorial, reportedly some time during the late 2nd century the Kami ended a famine plaguing Kad Ryul-rugd. One of Kad Ryul-rugd's local festivals commemorates this miracle.
